This study aims to evaluate the effectiveness of village apparatus performance in public service delivery at Pasinalo Village Office, Taniwel District, West Seram Regency. Employing a qualitative case study approach, the research involved village officials and community members as key informants, with data collected through in-depth interviews, observations, and document analysis. Findings indicate that the effectiveness of village apparatus performance is relatively adequate, with program and activity achievements reaching 60–80% of the targets set in the Village Medium-Term Development Plan (RPJMDes). Challenges remain due to limited human resources, technical competencies, internal coordination, and supporting infrastructure. Public service quality is reflected in the timely delivery of civil administration, general administration, development, and social services, which are generally well-received by the community. The study reveals that service effectiveness is influenced not only by facilities and technology but also by adaptive capacity, informal work patterns, and context-specific internal coordination. These results underscore the need for capacity building, strengthened performance evaluation, and adequate resource support to enhance public service effectiveness in village governance.
