Publication Ethics

Introduction

The Journal of Public Management Innovation is committed to upholding the highest standards of publication ethics and academic integrity. We adhere to the principles and guidelines set forth by the Committee on Publication Ethics (COPE) concerning all aspects of publication. Any form of unethical behavior, including plagiarism, data fabrication, and fraudulent publication, is unacceptable.

A. Authors' Responsibilities

1. Originality and Plagiarism

  • Authors must ensure that their work is entirely original

  • Proper citation and quotation must be provided for any content from other works

  • All submissions will be screened for plagiarism using similarity detection software

2. Data Integrity and Access

  • Authors must present accurate research data and objective discussion of significance

  • Fabrication, falsification, or manipulation of data is strictly prohibited

  • Authors should be prepared to provide raw data for editorial review if requested

3. Multiple Publication

  • Submitting the same manuscript to multiple journals simultaneously is unacceptable

  • Publishing substantially similar research in multiple journals is prohibited

4. Authorship Criteria

  • Authorship should be limited to those who made significant contributions to the research

  • All co-authors must approve the final version and agree to submission

  • The corresponding author must ensure all co-authors are included appropriately

5. Conflict of Interest Disclosure

  • All authors must disclose any financial or other substantive conflicts of interest

  • All sources of financial support should be disclosed

6. Acknowledgement of Sources

  • Proper acknowledgment of others' work must always be provided

  • Influential publications determining the nature of reported work should be cited

B. Editors' Responsibilities

1. Publication Decisions

  • Editors are responsible for deciding which manuscripts to publish

  • Decisions should be based on academic merit and relevance to journal's scope

  • Editors may be guided by editorial policies and legal requirements

2. Fair Play

  • Editors must evaluate manuscripts based on intellectual content without discrimination

  • No prejudice against authors based on race, gender, religion, or nationality

3. Confidentiality

  • Editors and editorial staff must maintain confidentiality of submitted manuscripts

  • Information must not be disclosed to anyone except authors and reviewers

4. Disclosure and Conflicts of Interest

  • Unpublished materials must not be used in editors' own research without permission

  • Editors should recuse themselves from handling manuscripts with conflicts of interest

C. Reviewers' Responsibilities

1. Contribution to Editorial Decisions

  • Peer review assists editors in making editorial decisions

  • Reviewers should provide constructive feedback to help authors improve manuscripts

2. Confidentiality

  • Manuscripts received for review must be treated as confidential documents

  • Reviewers must not share or discuss content with others without editor authorization

3. Standards of Objectivity

  • Reviews should be conducted objectively

  • Personal criticism of authors is inappropriate

  • Reviewers should express views clearly with supporting arguments

4. Disclosure and Conflict of Interest

  • Reviewers should not consider manuscripts with conflicts of interest

  • Privileged information obtained through review must remain confidential

D. Research Ethics Compliance

1. Human Subjects Research

  • Research involving human subjects must comply with ethical standards

  • Appropriate institutional review board approval must be obtained

  • Informed consent must be obtained from all participants

2. Animal Research

  • Research involving animals must follow institutional and national guidelines

  • Proper ethical treatment of animals must be ensured

E. Handling Ethical Violations

1. Investigation Process

  • The journal will investigate any suspected ethical violations

  • Authors will be given opportunity to respond to allegations

  • Serious cases may result in retraction of published articles

2. Consequences

  • Ethical violations may lead to:

    • Immediate rejection of submitted manuscripts

    • Retraction of published articles

    • Prohibition from future submissions

    • Notification of authors' institutions

F. Appeals and Complaints

  • Authors may appeal editorial decisions through formal procedures

  • Complaints about ethical matters will be handled promptly and seriously

  • All appeals and complaints will be documented and addressed appropriately
