Similarity Check Policy
Jurnal Inovasi Manajemen Publik (JIMP) is committed to maintaining originality, academic integrity, and ethical scholarly publishing. Manuscripts submitted to the journal may undergo similarity screening to identify potentially inappropriate textual overlap, unattributed material, duplicate publication, and other forms of questionable publication practice.

A. PURPOSE OF SIMILARITY CHECKING
Similarity checking is conducted as part of the journal's quality assurance and publication ethics procedures. The purpose of this screening is not merely to obtain a numerical similarity percentage, but to identify potentially problematic overlap with previously published or publicly available material.
The Editorial Team evaluates the similarity report together with the nature, source, extent, and context of the identified textual matches before making an editorial decision.
B. MANUSCRIPTS SUBJECT TO SCREENING
Manuscripts may be checked for similarity at one or more stages of the editorial process, including:
- During the initial editorial screening;
- Before a manuscript is sent for peer review;
- After substantial revision, when necessary;
- Before final acceptance or publication;
- Whenever the Editorial Team identifies concerns regarding originality.
C. EVALUATION OF SIMILARITY REPORTS
A similarity percentage alone does not automatically determine whether a manuscript is accepted or rejected. Editors examine the individual matches identified in the report and consider whether the overlap represents legitimate academic practice or potential publication misconduct.
Properly cited quotations, references, standard methodological expressions, institutional names, technical terminology, and other unavoidable similarities may be distinguished from substantial unattributed copying or inappropriate reuse.
D. FORMS OF UNACCEPTABLE OVERLAP
| Direct Plagiarism
Copying text, ideas, data, figures, or other material from another source without appropriate attribution. |
Inappropriate Paraphrasing
Closely reproducing another source while making only minor wording changes without proper acknowledgment. |
| Redundant Publication
Submitting material that substantially duplicates work already published by the same or other authors without appropriate disclosure. |
Inappropriate Text Recycling
Excessive reuse of substantial portions of an author's previous publication without appropriate citation or transparency. |
E. ACCEPTABLE SIMILARITIES
The Editorial Team may consider certain similarities legitimate when they are academically justified and appropriately presented, including:
- Properly quoted and cited material;
- Bibliographic references and reference lists;
- Commonly used terminology and technical expressions;
- Names of institutions, regulations, policies, or official documents;
- Standard descriptions of established research procedures;
- Other unavoidable textual similarities that do not constitute plagiarism.
F. EDITORIAL ACTION
Depending on the nature and extent of the identified similarity, the Editorial Team may take one or more of the following actions:

G. POST-PUBLICATION CASES
If significant plagiarism, duplicate publication, or other serious originality concerns are identified after publication, JIMP may investigate the matter and take appropriate action in accordance with its publication ethics and correction, retraction, or withdrawal policies.
H. AUTHOR RESPONSIBILITY
Authors are fully responsible for ensuring the originality and integrity of their manuscripts before submission.
- All sources must be properly cited and acknowledged;
- Direct quotations must be clearly identified;
- Previously published material must be appropriately disclosed;
- Authors should verify their manuscripts before submission;
- Authors must respond appropriately to editorial concerns regarding similarity.
Similarity Score Is Not the Sole Criterion
Jurnal Inovasi Manajemen Publik does not assess manuscript originality solely on the basis of an overall similarity percentage. The Editorial Team evaluates the sources, context, distribution, and nature of textual matches to determine whether the manuscript complies with the journal's standards of academic integrity and publication ethics.
